This may answer your question. It is my response to someone who is asked about the DVR, with the computer:
I have two computers set up like a DVR. While the use of Windows Media Center is a is a Vista, XP.
In my XP, I have a Hauppauge PCI TV card (HVR 1600) and a USB port on your TV (HVR 950) devices, both connected to an HDTV antenna. It is the ATSC tuner for HD, these two devices have to Hauppauge. In addition to quality video output, you can find a video card that can produce HD - must be 7-pin S-Video with an adapter to connect to component video cable component. My start was pretty good in my plasma TV with an ATI Radeon X1300. I would have gone a bit extreme, but I lived and I am very satisfied with the outcome.
In my opinion, I have no antenna, but I'm connected to my provider of cable TV. I), basic cable ($ 20/month. Unfortunately, the configuration of the team had an HDTV tuner (ATSC), but the graphics card is not HD-capable. So not the best video quality, but It is always very good and is only late into the night.
You also need something like Windows Media Center to the production process. Oh yes, configured my TV as second monitor on my PC, so it is not an image on a 17 "monitor, but the output to my 42" plasma.
I have two tuners in my computer so I can be sure I can record two programs simultaneously. With the combination of television, which can again --two cables simultaneously transmitted to the computer and live TV with my TV tuner.
